#hashtagspam is a one of many the social media annoyances that can be easily eliminated: Just have servers refuse any post that uses more than a few hashtags. You dont even have to check if they are relevant and correlated with the post content.
Some people will abuse any facility if it confers them a perceived or real advantage without a penalty cost. But for the rest of us this only raises the noise and reduces the value of the channel.
